GSA has entered into two long-term Schedule Contracts that are available for use by all authorized users noted below. These contracts maximize the value of the taxpayer-dollar investment. They also manage compliance with U.S. Laws, Regulations, Circulars from the Office of Management and Budget OMB, and Presidential Executive Orders and Agendas.
Shubnum has demonstrated the combined quality, price and performance as the ‘Best Value’ proposition and as such has been accepted by GSA for services worldwide for each of these Schedule Contracts. The determination by GSA included the evaluation of initial capital investment by the end-user, Shubnum’s performance and the short-term and long-term benefits provided by Shubnum, to the end-user.

Long Term contracts for services and supporting products
Services and supporting products that are awarded as GSA Schedule Contracts are noted as:
GS-23F-0131P - This contract is referred as FABS (Financial and Business Solutions), for SIN 520-13 Complimentary Financial Management Services and
GS-10F-0353P - This contract is referred as MOBIS (Management, Organizational and Business Improvement Services), for SIN 874-1 Consulting Services, SIN 874-2 Facilitation Services, SIN 874-6 Privatization Support Services and SIN 874-7 Program Integration and Project Management Services.

NAICS Codes
Shubnum provides services and supporting products in the following NAICS (North American Industrial Classification System) codes: 541611, 541310, 541330, 541618, 541990, 561110, 561210, 236220, 233320, 511210, 541511, 237110, 237130, 221210, and 921190.
These codes often have shared functions. An assignment may employ one or more of these codes.

Contracting Methods
Services and supporting products offered by Shubnum may be procured by five different contracting mechanisms.

  1. Open Competition Shubnum participates in open competition worldwide for assignments in the NAICS codes noted above. Such competitions may respond to an RFP (Request for Proposal), RFQ (Request for Quote), IFB (Invitation for Bid) etc. The response and ultimate selection leads to a mutually agreed upon contract for services and supporting products.
  2. GSA Schedule Contracts Shubnum has entered into two Schedule Contracts with GSA referred as FABS and MOBIS. Per FAR Part 8.002 (a)(2)(ii)(iii), the U.S. Federal Government requires the use of GSA Schedules as the second and third highest priority to be used as a Government supply source. Items in the GSA Schedule Contracts may be purchased at the GSA Advantage™ website shopping cart for Shubnum at GSA Advantage™ www.gsaadvantage.gov
    This mechanism provides a simplified and pre-negotiated contract against which individual task orders may be placed. The contracting agency receives the added benefit of meeting with the small, SDB and 8(a) goals through Shubnum’s participation and certifications in the program.
  3. Blanket Purchase Agreements (BPA) For reoccurring assignments noted in the GSA Schedules, a BPA may be entered into, based on the GSA Schedule Contracts. This mechanism provides all of the benefits of the GSA Schedule Contracts including the meeting of small, SDB and 8(a) requirements.
  4. 8(a) and SDB Program Shubnum has been certified to participate in the 8(a) and SDB programs of the Small Business Administration (SBA). An assignment may be contracted with Shubnum independent of any of the above methods. A sole source contract may be offered up to a $ 3 million limit. An 8(a) competitive contract may be entered into when an assignment is expected to exceed $ 3 million. Please contact your SBA representative to reach Shubnum.
  5. Direct Purchases Items not covered by the mechanisms above but offered in the catalog may be viewed at www.vmobis.net . The catalog offers additional items that are described and priced. These are referred as ‘Open Market Items’. These items may be procured independent of the Schedule Contracts by contacting Shubnum at contracts@shubnum.com. If these are procured under the umbrella of the Schedule Contract then they need to follow FAR Part 8.401(d) for those specific ‘open market items’. Regardless, the contracting agency still benefits by meeting their goals for small, 8(a) and SDB programs.

Authorized users eligible to engage Shubnum through simplified contract procedures
In partnership with Shubnum, GSA has set up a contract vehicle for different end-users to engage Shubnum. This contract vehicle is specified through GSA Order ADM 4800.2E dated January 3, 2000. It authorizes the end-users to use the pre-negotiated GSA Schedule contracts. The end-users who are eligible to use this simplified contract procedure are: 1) Executive Agencies of the U.S. Federal Government 2) Other government and quasi-government organizations and 3) International organizations. Return on Investment
Shubnum has demonstrated outstanding return on investment a sample of which may be reviewed at the website.
A contracting method is now available through Shubnum’s GSA Schedule GS-23F-0131P to benefit the taxpayer with such returns.
