FAR 1.102 Statement of guiding principles for the Federal Acquisition
System
“ (a) The vision for the Federal Acquisition System
is to deliver on a timely basis the best value product or service
to the customer, while maintaining the public's trust and fulfilling
public policy objectives.”
FAR 37.602-3 Performance Based Contracting
“ Agencies shall use competitive negotiations when
appropriate to ensure selection of services that offer the
best value to the Government, cost and other factors considered
(see 15.304).”
FAR 2.101 Definitions
“ Best value" means the expected outcome of
an acquisition that, in the Government's estimation, provides
the greatest overall benefit in response to the requirement.
Shubnum provides ‘Best Value’ to
a customer in the context of the FAR’s noted above.
Such Best Value is based on meeting the letter and intent
of the laws, OMB Circulars, FAR’s, Presidential
Agendas and the GAO yellow book.
