3.0 President’s Executive Agendas and Directives

Shubnum assists in providing compliance with the following President’s Executive Agendas and Directives:

“Over time agencies will be expected to identify high quality outcome measures, accurately monitor the performance of programs …high performing programs will be reinforced and non-performing activities returned or terminated.”

Shubnum’s products and services provide a high performance both in providing an excellent return on the taxpayer dollar as well as increasing the socioeconomic participation n Federal Programs.

Presidents Small Business Agenda, March 19, 2002
Strategy for Unbundling Contracts: Increasing Federal Contracting Opportunities for Small Business

“… Accordingly, the President has instructed the Director of the OMB to Federal Government strategy for unbundling contracts wherever practicable.”

Shubnum has responded to the President’s “Small Business Agenda” of March 19, 2002 which creates a dynamic environment where small businesses and entrepreneurs flourish. Towards that end the OMB issued a report in October 2002: “Contract Bundling - A Strategy for increasing Federal Contracting Opportunities for Small Business”. The OMB (in coordination with the SBA) provides for a nine-point action plan. Elements of this action plan are presently undergoing the process of being incorporated in the FAR’s.

Regarding the proposed modifications to FAR’s, Mr. Al Matera, Director, Acquisition Policy Division at the OMB reported1 in his analysis to the FAR secretariat:
“ Currently there are no practical alternatives that will accomplish the objectives of this proposed rule”.

Contrary to the statement above, Shubnum, at this time is using proprietary technology to address this issue , and practical alternatives do exist. These are introduced to the Government through Shubnum’s GSA Schedule Contract that allow for increased socioeconomic participation. In addition, Shubnum’s products and services (tools), provide the benefits of Bundling Contracts and the benefits of Unbundling Contracts, concurrently. These tools meet or exceed the FAR’s noted below, regarding the socioeconomic programs.

Such innovation can have a substantial impact on (a) savings in government spending, (b) meeting its socioeconomic goals and (c) providing an outstanding ‘Return on Investment (ROI)’ on the taxpayer dollar
